IDCM P2, IDCM 7a, IDCM 7b, IDCM 7c and IDCM 8, For BEAM Plus New Buildings Version 2.0, If demolition/ foundation/ superstructure work was commenced before 4 September 2019 (the release of BEAM Plus New Buildings Version 2.0), can the endorsement by the Project BEAM Pro (defined under IDCM P1)/ Construction BEAM Pro (defined under IDCM 6) on the Environmental Management Plan (EMP), Waste Management Plan (WMP) as well as environmental and waste management reports of such stage be exempted from the assessment of the prerequisite/ credits in BEAM Plus New Buildings Version 2.0 Certification?
Yes. The endorsement by the Project BEAM Pro/ Construction BEAM Pro on the abovementioned documents can be exempted from the assessment of the prerequisite/ credits in BEAM Plus New Buildings Version 2.0 Certification. Notwithstanding, these documents shall be endorsed by a suitably qualified person (e.g. contractor’s representative).

IDCM 3 Integrated Design Process

#129. IDCM 3c, For BEAM Plus New Buildings Version 2.0, what is the definition of "maintenance workshop for facility management”?
Maintenance workshop for facility management shall refer to a room designated for carrying out maintenance activities and repairing works. The maintenance workshop shall be equipped with worktable, repairing tools and any other equipment / facilities for fulfilling the function of the space.

IDCM 7 Measures to Reduce Site Emissions

#130. IDCM 7a & IDCM 7b, For BEAM Plus New Buildings Version 2.0, If the project assessment boundary is only a part of a designated project listed in the EIA Ordinance, could the Applicant submit the EM&A Reports of the designated project for BEAM Plus Assessment?
Yes. The Applicant should highlight the relevant environmental monitoring data in the EM&A Reports that are related to the project assessment area to demonstrate compliance.

IDCM 8 Construction and Demolition Waste Recycling

#140. IDCM 8, For BEAM Plus New Buildings Version 2.0, is backfilling with excavated materials within the site and/ or reusing/ recycling excavated materials in other sites/ facilities considered as an acceptable approach for reduction of demolition/ construction waste?
Yes. Backfilling with excavated materials within the site and/ or reusing/ recycling excavated materials in other sites/ facilities shall be accepted as an approach for reduction of demolition/ construction waste. 

The quantity of all excavated materials (including those backfilling and/ or reused/ recycled and disposed of) shall be counted in the total quantity of demolition/ construction waste generated (i.e. the denominator). The declaration letter from the contractor and calculation of the quantity of excavated materials used for backfilling and/ or reusing/ recycling shall be provided to demonstrate compliance.

IDCM 11 Building Management Manuals

#146. EU 11a and EU 11b, For BEAM Plus New Buildings Version 1.1 and 1.2/ IDCM 11, For BEAM Plus New Buildings Version 2.0, is endorsement for the Operation & Maintenance (O&M) Manual and Energy Management Manual required?
Yes. The Operation & Maintenance (O&M) Manual and Energy Management Manual shall be approved by the client’s representative and/or MEP consultant confirming that the manuals have been finalised and accepted. Supporting documents such as approval records with the manual attached or endorsed manuals shall be provided.

IDCM 12 Operator Training Plus Chemical Storage and Mixing Room

#147. EU 11c, For BEAM Plus New Buildings Version 1.1 and 1.2/ IDCM 12, For BEAM Plus New Buildings Version 2.0, for project with the non-domestic portion served by chiller plant for central cooling and/or heating, is chemical storage and mixing area required?
Yes. Chemical storage and mixing area shall be provided for HVAC related plant for cooling and/or heating generation (e.g. chiller plant, heat pump plant, cooling tower plant, etc.) installed within the project assessment boundary serving the non-domestic portion of the project for centralised cooling and/or heating supply.

Sustainable Site

SS 3 Building Design for Sustainable Urbanism

#132. SS 3b, For BEAM Plus New Buildings Version 2.0, could project with no cultural heritage confirmed by the Antiquities Advisory Board (AAB) within or in the vicinity of the project site attempt this Bonus credit?
Yes. The Applicant should provide justification of the existence of potential heritage site/ structure/ feature/ building within or in the vicinity of the project site and provide supporting documents (e.g. the latest record by AMO’s advice on the heritage value of the site/ structure/ feature/ building, heritage impact assessment report, photos, etc.) to demonstrate that a heritage impact assessment mechanism in accordance with Development Bureau’s Technical Circular (Works) No. 6/2009 "Heritage Impact Assessment Mechanism for Capital Works Projects” and its recommendations have been implemented.

SS 6 Light Pollution Control

#137. SA 15, For BEAM Plus New Buildings Version 1.1 and 1.2/ SS 6a, For BEAM Plus New Buildings Version 2.0, if there is no lighting installed on the façade, can the assessment for "Building Luminance” be excluded?
No, "Building Luminance” cannot be excluded from the assessment. If any floodlight and/or other type of lighting is installed on-site (e.g. roof, at grade) that causes illumination of the building, "Building Luminance” shall also be applicable and hence shall be assessed.

SS 8 Urban Heat Island Mitigation

#49. SS 8c, SS 8d & SS 9, For BEAM Plus New Buildings Version 2.0, What kind of software is acceptable for the Computational Fluid Dynamics (CFD) study?
Recognised CFD software such as CFX, FLUENT, PHOENICS and Star-CCM+ can be used for the study. The software validation report from the software developer can be exempted from the assessment of these credits if any of the software listed above is applied. The Technical Review Committee will review and update the list of CFD software with exemption of software validation report from time to time.

If "surface area” is adopted as the assessment unit in MW 2 and MW 9, only the areas of the element that are exposed to air (i.e. excluding those concealed areas) shall be counted.

MW 10 Life Cycle Assessment

#143. EU 3, For BEAM Plus New Buildings Version 1.1 and 1.2/ MW 10, For BEAM Plus New Buildings Version 2.0, is it necessary for Structural Engineer and Quantity Surveyor to endorse the LCA report/ embodied carbon assessment report?
No. The endorsement for LCA report/embodied carbon assessment report by the Structural Engineer or Quantity Surveyor is not required in BEAM Plus New Buildings assessment.

Energy Use

EU 5 Renewable and Alternative Energy Systems

#144. EU 6, For BEAM Plus New Buildings Version 1.1 and 1.2/ EU 5, For BEAM Plus New Buildings Version 2.0, what kinds of systems / areas shall be considered in the calculation of building energy consumption?
The energy consumptions of the building services systems controlled or influenced by the applicant (e.g. MVAC, lighting, lift & escalator, plumbing & drainage, service hot water system, etc.) shall be accounted. Areas to be considered shall include those under the landlord’s control such as entrance lobby, lift lobbies, corridors, staircases, shopping arcade, clubhouse, car park, plant rooms, public toilets, etc.

WU 2 Water Efficient Irrigation

#149. WU 3, For BEAM Plus New Buildings Version 1.1 and 1.2 / WU 2, For BEAM Plus New Buildings Version 2.0 / WU 2, For BEAM Plus Existing Buildings Version 2.0 Comprehensive Scheme / WA 3, For BEAM Plus Neighbourhood Version 1.0, for calculation of the irrigation demand, how the landscaping and planting coverage should be calculated?
For calculation of the irrigation demand, the landscape and planting coverage shall take into account the following considerations:

(i) All greenery within the project assessment boundary shall be considered, including but not limited to:
Uncovered and covered greenery areas
Accessible and inaccessible (e.g. inaccessible roof) greenery areas

(ii) No reduction factor in APP-152 shall be applied

WU 5 Twin Tank System

#155. WU 5, For BEAM Plus New Buildings Version 2.0, one of the assessment requirements is to provide an automatic pump control switch at the downstream side of each sump pump to protect the up-feed system particularly when the stop valve for the tank compartment is closed. Would it be acceptable if other alternatives such as pressure switch and manual approach are adopted?
Yes. Notwithstanding, the Applicant shall provide (i) justification of the difficulty/ constraint for the project to provide an automatic pump control switch, (ii) details of an alternative proposal and (iii) evidences such as design drawings, undertaking letter from the project owner/ developer, operation manual of the project, etc. to demonstrate how the proposed alternative could serve the same function as an automatic pump control switch to protect the up-feed system (i.e. up-feed pumps) when the stop valve for the tank compartment is closed during cleansing.

WU 6 Cooling Tower Water

#134. WU 6, For BEAM Plus New Buildings Version 2.0 / WU 3, For BEAM Plus Existing Buildings Version 2.0 Comprehensive Scheme, is there any parameter other than dissolved solids that can be applied for the calculation of cycles of concentration?
Yes. Besides using the ratio between the concentration of dissolved solids in the cooling tower water and the make-up water, the ratio between the conductivity of the cooling tower water and the make-up water is also acceptable.

Health and Wellbeing

HWB 4 Enhanced Ventilation

#150. IEQ 9 & 12a, For BEAM Plus New Buildings Version 1.1 and 1.2/ HWB 4, For BEAM Plus New Buildings Version 2.0, for development with bare shell spaces, can credit compliance be achieved through provision of fresh air louvre?
No. Credit IEQ 9, IEQ 12a and HWB 4 cannot be achieved by the provision of fresh air louvre. The ventilation requirement of these credits can only be achieved through provision of fresh air equipment (such as PAU, AHU, FAF etc.) or by natural ventilation, subject to the credit requirement.
