SA 2 Local Transport

#12. SA 2a, 3a, & 3b, What is the reference point to measure the "500m from site” requirement for large scale development?
The principle is to demonstrate the easy access for the public, applicants are required to measure from the main access point(s) of the development.

#13. SA 2a, 3a & 3b, If future services/facilities provisions not operable at the time of building completion, ,is it countable?
Yes, it could be countable whereby comprehensive documentation from an independent third party is provided that demonstrates the provision(s) will be provided no later than one year after Occupation Permit (OP) it would count. The third party evidence is being provided by a government agency or quasigovernment body.

#14. SA 2b, 3a & 3b, What is / are the reference point(s) to measure the "500m from site” requirement in BEAM Plus New Buildings Version 1.1 and 1.2?
For BEAM Plus New Buildings Version 1.1: The intent is to demonstrate easy access by building users to public transport for SA2b, and to neighbourhood amenities for SA 3a and 3b. Applicants are required to measure the walking distance from building main entrance(s) for SA 2b and main access point(s) of the development for 3a & 3b. For BEAM Plus New Buildings Version 1.2: Applicants are required to measure the walking distance from building main entrance(s) for SA 2b, 3a & 3b.

#135. SA 2b, For BEAM Plus New Buildings Version 1.1 and 1.2, can a project demonstrate compliance by combining the operating frequencies of multiple public transport?
Yes. The following considerations shall be taken account of when combining the operating frequency of the mainstream public transport:

(i) All public transport facilities shall be within 500m walking distance measured from the building main entrance(s);

(ii) All public transport facilities shall be within 80m walking distance from each other; and

(iii) Routes of the public transport shall be to the same direction.

SA 3 Neighbourhood Amenities

#12. SA 2a, 3a, & 3b, What is the reference point to measure the "500m from site” requirement for large scale development?

#16. SA 3a, For BEAM Plus Version 1.1 and Version 1.2, is "Chinese pharmacy" considered as pharmacy in BEAM Plus Assessment?
According to the Law of Hong Kong, a pharmacy, with the authorized Rx Logo, is a restricted title for a shop granted a valid license of "Authorized Seller of Poisons". A "Chinese pharmacy" or a medicine store without the above-mentioned license is not considered as pharmacy.

#17. SA 3a, For BEAM Plus New Buildings / Existing Buildings Version 1.1 and 1.2, Can a basic service be double counted to satisfy the credit requirement?
A basic service can be counted twice for any one type of services mentioned in the BEAM Plus Manual.

#18. SA 3b and SA 3c, For BEAM Plus New Buildings Version 1.1 and 1.2, what should be submitted to demonstrate Bicycle Tracks / Cycling Ground as one of the recreational facilities?
If the Applicant provides signage drawings and/or photo records indicating the intended use, it can be counted as one of the recreational facilities.

SA 4 Site Design Appraisal

#19. SA 4, For BEAM Plus New Buildings Version 1.1 and Version 1.2, are sites facing river channels considered as waterfront sites?
No. Sites facing river channels are considered under the sub-item "Development Height Profile – Guidelines for New Towns” of the Urban Design Guidelines. The intent of the Guidelines for waterfront sites is to make Victoria Harbour attractive, vibrant, accessible and symbolic of Hong Kong. The Guidelines for waterfront sites address specific urban design issues for waterfront sites facing Victoria Harbour and major water bodies such as Inner Port Shelter, Junk Bay, Ma Wan, South China Sea, Tolo Harbour etc.

#20. SA 4, For BEAM Plus New Buildings Version 1.1 and 1.2, What can be considered as "G/IC facilities which are usable, accessible and valuable to residents” for residential development?
Recreational facilities designated for the use of residents such as club house can be considered for such purpose.

SA 6 Cultural Heritage

#21. SA 6, For BEAM Plus New Buildings Version 1.1 and Version 1.2, please clarify the exclusion criteria for this credit.
The credit can be excluded when the Applicant demonstrates the following: 

i. no cultural heritage situated partly or wholly within the assessment boundary; AND
ii. no cultural heritage situated in the vicinity of the Site (interpreted as not more than 50 metres measured from the nearest point of the assessment boundary).

SA 7 Landscaping and Planters

#22. SA 7a, For BEAM Plus New Buildings Version 1.1 and Version 1.2, can hard landscaped areas on top of basement be excluded from this credit?
No, hard landscaped areas on top of basement cannot be excluded from this credit.

#23. SA 7a, For BEAM Plus New Buildings Version 1.1 and 1.2, can the covers for utility facilities (e.g. manholes, septic tanks, soak-away pits and the like) be excluded from the calculation of this credit?
Yes.

#24. SA 7b, For BEAM Plus New Buildings Version 1.2, can the aggregated site coverage of greenery for the following greening features...
SA 7b, For BEAM Plus New Buildings Version 1.2, can the aggregated site coverage of greenery for the following greening features 1) covered greenery areas accessible to public, occupiers or visitors from adjoining open space, 2) water features, 3) grass paving, 4) planters along the perimeter of an inaccessible roof, 5) vertical greening, 6) landscape-treated greening on slopes/ retaining structures with gradient steeper than 45oC, exceed 6% and 9% for developments with site areas of 1,000 m2 – 20,000 m2 and 20,000 m2 respectively (i.e. shall not be more than 30% of the total required greenery areas as specified in Table 2 of Buildings Department’s PNAP APP-152 "Sustainable Building Design Guidelines”)? 

No. The above greening features shall not be more than 30% of the total required greenery areas as specified in Table 2 of Buildings Department’s PNAP APP-152 "Sustainable Building Design Guidelines”.

#25. SA 7b, For BEAM Plus New Buildings Version 1.1 and 1.2, is the credit applicable for project with site area less than 1,000m2 and how can I comply with credit requirements?
Yes, the credit is applicable for project with site area less than 1,000m2. The soft landscape provision shall comply with PNAP APP-152 requirements. However, the requirement under Appendix D, item 2 can be omitted (i.e. the requirement of having no more than 30% greening features of the total required greenery areas is not applicable).

SA 8 Microclimate around Buildings

#26. SA 8, What will be the assessment if the given site is located in a wind stagnant area and has a wind speed of less than 1.5 m/s even without any development?
This credit shall be N/A, if the applicant can demonstrate that the site is in a stagnant area and that an optimal design option has been selected.

#27. SA 8, Regarding BEAM Plus New Building Site Aspects SA 8 in relation to PNAP APP-152, how to better define "demonstrating the optimal option is selected in comparing with different options”?
The applicant should demonstrate that ALL the relevant Air Ventilation Assessment (AVA) design strategies/features as shown in the HKPSG Chapter11 (http://www.pland.gov.hk/pland_en/tech_doc/hkpsg/full/ch11/ch11_text.htm) have been considered in the design investigation process involving the comparison of different layout and building design options. The string of design options should be presented in a logical way to show the intention of investigation is made towards improving the overall air ventilation performance, and as a result, the optimal design option can be evidently identified according to the stipulated AVA methodology.

#28. SA 8, Is building shading considered as shade of pedestrian impervious surfaces?
No. Sun shading is affected by diurnal and seasonal variations.

#29. SA 8, Is CFD analysis accepted for Air Ventilation Assessment (AVA) study?
According to AVA TC1/06, CFD is only acceptable for initial AVA study when the development fall into the jurisdiction of the size and area stated in the guidelines and technical circulars.

#30. SA 8a, What is the reference value to evaluate the amplification factor?
International literature and standards, e.g. AWES-QAM-1-2001 or ASCE-EP-67 will serve as the reference value for detail guidelines on wind amplification assessment.

#31. SA 8a, Are there any criteria on selecting representative locations and quantity of testing points?
Yes. For the Test point location, it should be selected to represent frequent pedestrian. While for the criteria on selecting quantity of testing points, please refer to Air Ventilation Assessment Technical Circular No. 1/06.

#32. SA 8a, Is the 1.5m/s referring to the average wind velocity of the subject areas or each individual testing points?
It can be each test point or each group of test points in the same area.

#33. SA 8a, Is the compliance of the credit requirements necessary for every test point for BEAM Plus New Buildings Version 1.1 and 1.2?
Yes, it is. The weighted average wind speed and velocity ratio at each test point, taking into account the frequency occurrence of each wind direction in the computation of the average value, shall meet the requirements for BEAM Plus New Buildings Version 1.1 and 1.2 respectively.

#34. SA 8a, How many percentage of occurrence time of prevailing wind is required to be studied in AVA?
According to AVA TC1/06, it is 100% annual for detailed study and 75 % annual for initial study respectively.

#35. SA 8a, Is any supporting document required to justify that a site is located in an urban zone with existing stagnant air for exclusion of the credit in BEAM Plus New Buildings Version 1.2?
Yes, the Client shall submit a report prepared by a suitably qualified person, using either wind tunnel tests or CFD studies to demonstrate that the project site is located in an urban area with existing stagnant air for exclusion of the credit.

#36. SA 8a & 8c, For BEAM Plus New Buildings Version 1.1 and 1.2, What sort of wind data should the project proponent adopts for the various wind studies?
Generally, the Applicant can refer to the Regional Atmospheric Modelling System (RAMS) from Planning Department as the wind data for the various wind studies.

Yet, if the Applicant is able to obtain (i) project specific or site relevant measurement data, or (ii) relevant experimental site wind availability data either from Planning Department or other sources using wind tunneling method, then the Applicant should make use of these data in conducting the wind studies.

#37. SA 8b, For BEAM Plus New Buildings Version 1.1 and 1.2, can roof area used for the installation of PV / solar thermal panels / MEP equipment be excluded from the calculation for this credit?
Yes, they can be excluded.

Yes. The areas covered by PV / solar thermal panels / MEP equipment can be excluded from the calculation for this credit. But the surrounding uncovered maintenance access shall be included in the calculation.

#38. SA 8b(ii), For BEAM Plus New Buildings Version 1.1 and 1.2, regarding roof system calculation:
Question:
Can roof area occupied by installation of PV, solar thermal panels, MEP equipment, skylights and any other built-in, nonstructural portion of a roof system be excluded from the calculation of roof area under this credit?

Answer:
1. The area occupied by installation of PV, solar thermal panels, MEP equipment, skylights and any other built-in, nonstructural portion of a roof system in general can be excluded from the calculation of the roof area under this credit.
2. The surrounding uncovered maintenance access, however, are not classified as nonstructural portion of a roof system and shall be included into the calculation of roof area under this credit.
3. If the installation of PV, solar thermal panels, MEP equipment, skylights and any other built-in, nonstructural portion of a roof system occupies for more than 50% of the roof area, then the credit is N/A.

#39. SA 8c, In accordance with Technical Circular No. 1/06 on Air Ventilation Assessment (AVA), there are Initial Study (75% wind occurrence in a year) and Detailed Study (100% wind occurrence in a year). Please clarify which type of study for AVA?
Detailed study is required for a site level AVA.

#40. SA 8c, Must the design option with the best air ventilation performances be adopted in order to obtain the credit?
The intent of the credit is to select the optimal design option that has adequately considered and has provided suitable mitigation measures for the pedestrian wind environment. The selected design option may not be the option with the best air ventilation performances, as long as the above is demonstrated.

#136. SA 8b(i), For BEAM Plus New Buildings Version 1.1 and 1.2, shall the non-roof impervious surface within the building footprint be included in the assessment?
No. Non-roof impervious surface within the building footprint shall be excluded from the assessment.

SA 9, For BEAM Plus New Buildings Version 1.1 and 1.2, can windows of neighbouring sensitive buildings be excluded from the VDF daylight study if the applicant has demonstrated that the Unobstructed Vision Areas of the windows (as defined under Buildings Department’s PNAP APP-130) are not affected by the proposed building development? 

Yes. The windows of neighbouring sensitive buildings can be excluded from the VDF daylight study if the Unobstructed Vision Areas of the windows (as defined under Buildings Department’s PNAP APP-130) are not affected by the proposed building development.

SA 14 Noise from Building Equipment

#44. SA 14, For BEAM Plus New Buildings Version 1.1 and 1.2, please clarify the assessment criteria if the project proponent intends to only provide a space (e.g. A/C platform) for the future installation of A/C equipment?
The objective of this credit is to encourage proactive design techniques to reduce the nuisance caused to neighbors by noise from building services equipment. Since the credit assesses mainly on the location and disposition of the building services equipment, the credit shall be applicable even if the project proponent only provides a space for the future installation of A/C equipment. 

To demonstrate the compliance of this credit, the Applicant shall provide a noise assessment calculation, with the assumption of a hypothetical A/C equipment with a sound pressure level of 55dB(A) being installed at the space designated for the future installation of A/C equipment.

Tender specification, preliminary lighting simulation, justification for the chosen environmental zone, detailed strategy and methodology should be provided to demonstrate that obtrusive light from exterior lighting meets the specified performance for the environmental zone.

#48. SA 15 – For BEAM Plus New Buildings Version 1.1 & 1.2, projects being located at urban fringe areas with more than 50% of their project boundaries facing rural context, will the environmental zones be considered as E2 or E3?
Environmental zones shall be regarded as E2 for projects being located at urban fringe areas with more than 50% of their project boundaries facing rural context.

#137. SA 15, For BEAM Plus New Buildings Version 1.1 and 1.2/ SS 6a, For BEAM Plus New Buildings Version 2.0, if there is no lighting installed on the façade, can the assessment for "Building Luminance” be excluded?
No, "Building Luminance” cannot be excluded from the assessment. If any floodlight and/or other type of lighting is installed on-site (e.g. roof, at grade) that causes illumination of the building, "Building Luminance” shall also be applicable and hence shall be assessed.

Materials Aspects

MA P1 Timber Used for Temporary Works

#119. MA P1, For BEAM Plus New Buildings Version 1.1 and 1.2, what documentation is required to show the use of virgin forest products is avoided by reusing old timber products?
The reuse of timber or timber products for temporary works is acceptable. Transfer notes and site photo records should be kept and submitted to show the originating old timber source, the quantity and the date of transfer of the timber products between the despatch work site and the project site (recipient). The transfer notes should bear the detailed name and address of the work sites concerned and duly signed by both the despatch and recipient parties undertaking the transfer (i.e. site representative / stores officer in managerial position), together with company chops. 

If the old timber products are from the same project site, a detailed usage record or inventory prepared by a site representative in respect of the timber products being used/reused at the project site shall suffice to prove the reuse.

#120. MA P1 and MA 6, For BEAM Plus New Buildings Version 1.1 and 1.2, what documentation is required to prove the timber is from a sustainable source?
In the event the timber products are not purchased from a supplier who is an "accredited company”, the following basic evidences should be produced to demonstrate the products: 
(i) conform to sustainable forestry practice guidelines; 
(ii) be accredited by recognised organisations; and 
(iii) in compliance with the specification set down by the organisation. 

Provided that the timber products are sourced from a supplier already accredited by the Approval Organisations, i.e. FSC, AFPA, PEFC or other "known licensed sources” according to the respective protocol (accredited company), and the timber products purchased are issued with the Certificate under the COC (Chain of Custody) system, it is acceptable that the following documents as proof to demonstrate the timber products as purchased from the timber supplier and used in the project site are from a sustainable source: - 

1. Invoice plus Delivery Note (DN) from the supplier of the timber products purchased - on the invoice & DN, it should be marked with the reference Certificate No.; a note which has the effect of confirming the products in the invoice and delivery note are certified; the pack no. of the timber products (see the samples – Attachment A1 and A2); 

2. A copy of the COC Certificate of the certified timber supplier; AND 

3. Photographic evidence of the timber products.

MA P3 Construction and Demolition Waste Management Plan

#121. MA P3 and MA 10, If the demolition works of the existing buildings were completed by third party, can the developer waive the relevant assessment in related to demolition works for attaining BEAM Plus certification?
If the demolition works were not conducted by the project proponent and it was completed before 01 April 2010, the BEAM assessor can consider to exclude all the demolition related credit in the BEAM Plus assessment. However, relevant document shall be submitted to provide the completion date of the demolition.

If the demolition works were commenced before 01 April 2010 or conducted after 01 April 2010 but was not conducted by the project proponent , the BEAM assessor can consider to exclude all the demolition related credit in the BEAM Plus assessment. However, relevant document shall be submitted to prove the commencement date of the demolition and the executor of the demolition work. (Note: works carried out by different Government’s departments would be considered as one single project proponent)

If the demolition works were commenced before 01 April 2010 or conducted after 01 April 2010 but was not conducted by the same project owner, the BEAM assessor can consider to exclude all the demolition related credit in the BEAM Plus assessment. However, relevant document shall be submitted to prove the commencement date of the demolition and the executor of the demolition work.

MA P4 Waste Recycling Facilities

#122. MA P4, For BEAM Plus New Buildings Version 1.1 and 1.2, could provision of refuse storage and materials recovery chamber (RS&MRC) for development with the minimum total usable floor space of different building types be exempted?
Yes. The exemption of the provision of RS&MRC shall be allowed for (i) the total usable floor space of domestic building or composite building less than 1,320m²; and (ii) the total usable floor space of nondomestic building less than 3,960m². Nevertheless, the applicant shall provide alternative proposal with details on the waste management system to demonstrate how to manage the waste collection, storage, sorting, recycling and disposal within the development.

#123. MA P4, For BEAM Plus New Buildings Version 1.1 and 1.2, could provision of refuse storage and materials recovery room (RS&MRR) on every domestic floor for residential development be exempted?
Yes. The exemption of the provision of RS&MRRs shall be allowed for a domestic building or composite building on a site of an area of not more than 250m² (i.e. ≤ 250m²), the provision of a RS&MRR on every domestic floor shall be exempted in BEAM Plus Assessment.

#124. MA P4, For BEAM Plus New Buildings Version 1.1 and 1.2, could the area of refuse storage and materials recovery rooms (RS&MRRs) provided at residential floors to be counted towards the total area of waste facilities provided in the development?
No. The total provided area of RS&MRRs required under PNAP APP-35 at residential floors shall not be included in the RS&MRC space requirement calculation. Nonetheless, additional areas of waste and recycling facilities provided in addition to the statutory required RS&MRR can be counted.

To maintain the provision of the waste recycling facilities within the development (under the exemption of RS&MRC and/or RS&MRRs), the alternative proposal shall be provided with details on the estimated waste streams and quantities from the development to justify its location and the adequate size of such provisions. Management plan, accessibility, hygiene and fire protection factors shall also be taken into consideration. 

All submissions regarding the alternative proposal of the waste recycling facilities shall demonstrate the requirement as indicate below: 
a) General waste bins and recycling bins shall be provided; 
b) Observe relevant government regulations such as fire and hygiene regulations; 
c) Observe the size and location of the provided waste and recycling bins shall not obstruct any means of escape.

a) The walking distance between the RS&MRC/ IWF and the farthest house(s) shall be within 60m; 
b) General waste bin(s) and recycling bin(s) for (i) metal, (ii) plastic, (iii) paper and (iv) glass should be provided; and 
c) IWF should be weatherproof with sufficient size, placed at a safe location and shall comply with relevant government regulations.

MA 4 Adaptability and Deconstruction

No. The difficulties of domestic buildings in achieving these credits have already been anticipated. The % requirement for domestic buildings has been lower to 50% compared with commercial buildings (70%).

#120. MA P1 and MA 6, For BEAM Plus New Buildings Version 1.1 and 1.2, what documentation is required to prove the timber is from a sustainable source?
In the event the timber products are not purchased from a supplier who is an "accredited company”, the following basic evidences should be produced to demonstrate the products:
(i) conform to sustainable forestry practice guidelines;
(ii) be accredited by recognised organisations; and
(iii) in compliance with the specification set down by the organisation.

Provided that the timber products are sourced from a supplier already accredited by the Approval Organisations, i.e. FSC, AFPA, PEFC or other "known licensed sources” according to the respective protocol (accredited company), and the timber products purchased are issued with the Certificate under the COC (Chain of Custody) system, it is acceptable that the following documents as proof to demonstrate the timber products as purchased from the timber supplier and used in the project site are from a sustainable source: -

1. Invoice plus Delivery Note (DN) from the supplier of the timber products purchased - on the invoice & DN, it should be marked with the reference Certificate No.; a note which has the effect of confirming the products in the invoice and delivery note are certified; the pack no. of the timber products (see the samples – Attachment A1 and A2);

2. A copy of the COC Certificate of the certified timber supplier; AND

3. Photographic evidence of the timber products.

MA 10 Demolition Waste Reduction

#121. MA P3 and MA 10, If the demolition works of the existing buildings were completed by third party, can the developer waive the relevant assessment in related to demolition works for attaining BEAM Plus certification?
If the demolition works were not conducted by the project proponent and it was completed before 01 April 2010, the BEAM assessor can consider to exclude all the demolition related credit in the BEAM Plus assessment. However, relevant document shall be submitted to provide the completion date of the demolition.

If the demolition works were commenced before 01 April 2010 or conducted after 01 April 2010 but was not conducted by the project proponent , the BEAM assessor can consider to exclude all the demolition related credit in the BEAM Plus assessment. However, relevant document shall be submitted to prove the commencement date of the demolition and the executor of the demolition work. (Note: works carried out by different Government’s departments would be considered as one single project proponent)

If the Applicant opts to adopt backfilling and/ or reusing/ recycling excavated materials as an approach for reduction of demolition/ construction waste, the quantity of all excavated materials (including those backfilling and/ or reused/ recycled and disposed of) shall be counted in the total quantity of demolition/ construction waste generated (i.e. the denominator). The declaration letter from the contractor and calculation of the quantity of excavated materials used for backfilling and/ or reusing/ recycling shall be provided to demonstrate compliance.

Referring to the BEAM Plus templates, it is stated that the use of the simulation method of either Performance-based Building Energy Code or ASHRAE Standard 90.1-2007 for commercial building is acceptable to BEAM Plus. The selection to use which simulation method is opened for the BEAM Pro to choose.

#51. EU 1, Will passive energy saving strategies contribute to the CO2 emission reduction calculation?
The passive energy saving strategies can contribute to the CO2 emission reduction calculation. Initiatives such as natural ventilation and natural daylight would also be counted in EU1.

#53. EU 1, For BEAM Plus New Buildings / Existing Buildings Version 1.1 and 1.2, Do I need to include Fan energy in the energy analysis calculation?
Ventilation fan energy for bathrooms and kitchen in residential units and club house, plant rooms, RS&MRR/RS&MRC and car park including the jet fans should all be included in the calculation where applicable. EU 3 Embodied Energy in Building Structural Elements

#58. EU 3, For BEAM Plus New Buildings Version 1.1 and 1.2, can Life Cycle Assessment (LCA) be carried out after the commencement of construction work?
No, LCA must be carried out at the design stage. In other words, the Applicant shall complete the LCA covering the foundation components prior to the commencement of piling works. Prior to the commencement of superstructure works, the Applicant shall have completed LCA covering the superstructure, structural elements of facades and other remaining components of the building structures.

The Applicant is also reminded to submit the master programme to substantiate on the claimed commencement date of various stages of construction works.

#59. EU 3, For BEAM Plus New Buildings Version 1.1 and 1.2, does the Applicant need to update the Life Cycle Assessment (LCA) regarding the actual structural design for submission of the final assessment?
For the normal credit, the objective of the LCA is to demonstrate the utilization of LCA tool to study on embodied energy of structural elements and choice of materials. In this respect, the Applicant shall carry the LCA at the design stage. Once the Applicant has shown that the LCA has been conducted at design stage, updating of the actual structural design for submission of the final assessment is not required.

For the BONUS credit, the objective is to utilize the LCA result and adopt structural elements and choices of materials with low embodied energy. In this respect, the Applicant shall first conduct a preliminary LCA at the design stage. Upon completion of the construction works, the Applicant shall conduct a finalized LCA to confirm on the final embodied energy of the building structure. The credit will be awarded if the final embodied energy is lower than the embodied energy computed at design stage.

EU 6 Renewable Energy System

#144. EU 6, For BEAM Plus New Buildings Version 1.1 and 1.2/ EU 5, For BEAM Plus New Buildings Version 2.0, what kinds of systems / areas shall be considered in the calculation of building energy consumption?
The energy consumptions of the building services systems controlled or influenced by the applicant (e.g. MVAC, lighting, lift & escalator, plumbing & drainage, service hot water system, etc.) shall be accounted. Areas to be considered shall include those under the landlord’s control such as entrance lobby, lift lobbies, corridors, staircases, shopping arcade, clubhouse, car park, plant rooms, public toilets, etc.

#145. EU 6, For BEAM Plus New Buildings Version 1.1 and 1.2, can the percentage of building energy consumption obtained from renewable energy sources be accounted by area category?
Yes. Besides calculating the percentage of renewable energy generated by considering the project development as a whole, the applicant can also opt to calculate the percentage for each individual area category by considering the energy generated from renewable energy provision against the building energy consumption of the associated area category according to the area weighting method.

In this case, the Applicant shall provide schematic and wiring diagram illustrating that the renewable energy generated will be fed directly to the assessed area category by direct and dedicated cabling, demonstrating that the energy use in the assessed area category will be replaced by renewable energy sources.

EU 7 Air-conditioning Units

#62. EU 7, Is table 8.7 at EU 7 applicable to outdoor units of split-type air-conditioning units?
All dimensions specified in Table 8.7 in current BEAM Plus Ver. 1.1 and should be applicable to the outdoor units of split-type air-conditioning units except dimension J and K.

#63. EU 7, For BEAM Plus NB V1.1 and 1.2/ EU 6, for BEAM Plus EB V1.1 and 1.2, will this credit be applicable if the project proponent provides a spatial provision to allow window type A/C, split-type A/C or VRF system be installed by future tenants/occupiers?
Yes. The credit is applicable to those projects where the project developer provides a spatial provision to allow window type air-conditioner, split-type air conditioner or VRF system be installed by future tenants/occupiers.

Yes. The Applicant shall refer to the manufacturer’s recommendation/installation guides and demonstrate the compliance to the dimensional requirement of VRF system for the following components: (i) outdoor condensing units with side discharge, (ii) outdoor condensing units with top discharge and (iii) wall-mount indoor units. 

Normally, there are no dimensional requirements for ceiling-mounted indoor units. However, the Applicant shall make the best efforts to demonstrate that the ceiling-mounted indoor units are positioned at the centre of the room for better operating efficiency and comfort.

The objective of this credit is to encourage the wider use of energy efficient appliances. Therefore, this credit is restricted to those buildings where large scale electrical appliances are provided by the developer. An example of this is a hotel/ residential building where microwave oven and refrigerators are installed by the developer.

#79. WU 5, For BEAM Plus New Buildings Version 1.1 & 1.2, what type of washing machine would meet the credit requirement and what type of substantiations shall be provided to justify for the performances of the washing machine?
1. For horizontal drum type washing machines, the machine shall achieve water efficiency or Grade 1 or 2 or water consumption equivalent to 11.0 litre/kg/cycle or less. 

2. For impeller type or agitator type washing machines, the machine shall achieve water efficiency of Grade 1 or 2 or water consumption equivalent to 19.0 litre/kg/cycle or less. 

For the machine specified above, the Applicant shall substantiate the claimed water consumption performances by submitting either (i) extracted records from the registers of WELS products published by Water Supplies Department or (ii) technical data showing the claimed water consumption and the methodology used in measuring the claimed water consumption [1]. 

Please also note that the criteria on water use efficiency is 20% better than same capacity appliances on the market under BEAM Plus v.1.1 is no longer applicable to the credit. However, if certain calculation methodology has been approved in PA, the Technical Review Committee shall continue to honor such methodology during FA. 

[1] The claimed water consumption shall be measured in accordance with IES 60456, JIS C 9606, or other equivalent international standards as stipulated under The Voluntary Water Efficiency Labelling Scheme on Washing Machines.

b) Locate the indoor air intake with due care (orientation and height with respect to the climate at proximity, site environment and other pollutant sources); 

c) Provide outdoor air treatment or re-circulate air treatment if necessary (e.g. adequate filtration of particulates).

IEQ 1 Security

#84. IEQ 1, For BEAM Plus New Buildings Version 1.1 and 1.2, could project buildings / premises with high security level be exempted from providing sensitive and confidential information on the proposed or installed security management system to demonstrate the compliance of sub-items under this credit?
Yes. The exemption of providing sensitive and confidential information on the proposed or installed security management system shall be allowed for projects with high security level (e.g. buildings with restricted access such as prison, police station, fire station, airport, boundary crossing facility, etc). 

To demonstrate the compliance of the objective of the attempted sub-items, the Applicant(s) shall provide (a) narrations describing the function of the project buildings / premises and the justifications on their high level of confidentiality, (b) brief description of the proposed or installed security measures (e.g. colour CCTV monitoring system, intercom system, card reader access system, burglar alarm system, watchman tour system or other similar provisions) and (c) declaration letter endorsed by the project proponent(s) confirming that the security measures / features have been applied onto the project. 

Please note that all narrations provided to justify for the security provision for buildings with high level of confidentiality will be considered by its own merits and by case-to-case basis.

IEQ 2 Plumbing and Drainage

#85. IEQ 2, For BEAM Plus New Buildings Version 1.1 and 1.2, sub-item 7 "maintenance of water seals”, are water seal traps required for all floor drains?
Yes. Water seal traps are required for all floor drains located in kitchen, bathroom, plant room, meter room and refuse storage to reduce the potential for transmission of harmful bacteria viruses and odours. 

By common practice, the water in the trap may dry up through evaporation unless water is replenished. Therefore, the following approaches should be considered for the maintenance of water seals: 

i. Divert some of the waste water from a sanitary fitment to the U-trap of floor drains; 

ii. Provide the declaration letter from building owner / property management company to demonstrate manual water refilling will be conducted on regular basis for floor drains outside domestic flats; and 

iii. Provide notification, such as resident’s handbook, pamphlet, tenant handbook and notices to demonstrate that building users are encouraged to conduct regular manual water refilling for floor drains inside domestic flats.

IEQ 4 Waste Disposal Facilities

#86. Should the noise level of the ventilation system or de-odourising system be considered under IEQ 4 (NB and EB)?
The main objective of IEQ 4 is to reduce the risk of odours from the refuse rooms and chambers entering the occupied or public areas. Therefore, the noise level from the ventilation system or de-odourising system shall be assessed under SA 14 (NB) / SA 2 (EB) and is not required under IEQ 4.

IEQ 5 Construction IAQ Management

#87. IEQ 5, For BEAM Plus New Buildings Version 1.1 and 1.2, how frequent should the records/evidence be submitted to demonstrate the implementation of IAQ management practice during construction?
The Applicant is required to submit one set of record in the Final Assessment to demonstrate the implementations of IAQ management practice during construction. Monthly records are not required.

No. Credit IEQ 9, IEQ 12a and HWB 4 cannot be achieved by the provision of fresh air louvre. The ventilation requirement of these credits can only be achieved through provision of fresh air equipment (such as PAU, AHU, FAF etc.) or by natural ventilation, subject to the credit requirement.

IEQ 12 Ventilation in Common Areas

#83. IEQ P1, IEQ 9 and IEQ 12a, For BEAM Plus New Buildings Version 1.1 and 1.2, should T&C records showing the measured flow rate of the Fresh Air Equipment such as Fresh Air Fan (FAF) or Primary Air Handling Unit (PAU) be submitted in the Final Assessment (FA) stage?
Yes. T&C records should be submitted to show that the Fresh Air Equipment has sufficient measured flow rate in compliance with the prescribed standard in BEAM Plus manual. In case that the fresh air flow rate cannot be ascertained from the outlet of the air diffusers, the measured flow rate at the nearest maintenance point in the premises/room can be accepted as an alternative.

Yes, provided that the firemen lift lobby is not located in the main circulation route of the building.

Only main circulation areas, such as main entrance lobby and corridor at the front of house, need to be included in the assessment. These areas shall be provided with fresh air through fresh air equipment such as Fresh Air Fan (FAF) or Primary Air Handling unit (PAU). "Fresh air louver + EAF” / "transfer air duct” are not acceptable since the fresh air quantity cannot be guaranteed.

The measurement should be undertaken on an 8-hour basis during normally occupied period (i.e. from 8am to 9pm in the living room and from 9pm to 8am in the bedroom for residential development). However, where it is not practicable to take 8-hour continuous measurement, a surrogate measurement (i.e. an intermittent measurement strategy based on the average of half-hour measurements conducted at four time slots) is also considered acceptable.

The measurement locations should include at least one representative sample from each combination of the following parameters- 

a) type of premises/room usage,

c) type of HVAC system (e.g. window type, split type and VRV type) irrespective of cooling capacity.

Fixed shading devices, balconies, utility platforms, solar films, blinds, screens etc can be considered as glare control measures.

#104. IEQ 15, For BEAM Plus NB V1.1 and 1.2, there are a number of methodologies in the computation of the average daylight factor from various software. Will it be acceptable if the output provides the average daylight factor for the entire area of a room?
Yes. Apart from using the grid of calculation points to determine the percentage area which meets the daylight factor requirement, simulated output which produces the average daylight factor result for the entire room is also acceptable.

If the measurement is not taken at the premises/room most exposed to the external noise sources, substantiations, such as approved traffic noise impact assessment and fixed plant noise assessment shall be provided to justify the chosen conditions are the worst-case scenario. The selected sampling points should be approved by an SQP.

To facilitate for the assessment, the Applicant is recommended to provide evidence in the form of report prepared by a suitably qualified person (e.g. architects, landscape architects or building surveyors).

Where the same amenity type, for example wider lift lobby, has been provided in multiple locations, and multiple floors within a development, it shall be permitted to be counted ONCE.
