#1. What is the definition of Construction Floor Area - CFA?

Technical Review Committee adopted the definition of Construction Floor Area – CFA defined by the Architectural Services Department on Standard Method of Measurement for Building Elements 2001 Edition. 

Extract from the Architectural Services Department on Standard Method of measurement for Building Elements 2001 Edition: 

 "Construction Floor Area - CFA is the area to be used in describing the amount of building works completed. This is the sum of all areas at all floor levels, including basements, mezzanine floors, balconies and enclosed rooftop structures, measured to the outer face of the external walls including its external cladding, i.e. the main building line, and measured over all partitions, columns, internal or external structures and load-bearing walls, party walls, stair wells, lift wells, escalator openings, pipe and drain ducts, cable riser shafts and the like. Areas of bay windows are also included. 

For exclusions, generally, decorative feature projections beyond the outer face of external walls such as fins, architrave, solar shading devices and the like shall be excluded from the calculation of CFA. Also excluded are uncovered trafficable roof areas such as external playgrounds, landscaped and the like.”

#2 . Is it possible to register with BEAM Plus if my project have already registered with BEAM 4/04 or 5/04?

BEAM Plus is based on a revamped assessor system, together with various systematic and technical changes in terms of prerequisites, credits, innovations and additions, category weighting and overall assessment grading. Therefore, the policy is that each new project can only be certified under either BEAM Plus or older versions (i.e. BEAM 4/04 and 5/04) but not both. 

If you decide to switch your project assessment from BEAM 4/04 or 5/04 to BEAM Plus, you are requested to inform BEAM Society Limited in writing, clearly stating your decision to choose BEAM Plus as the assessment method for the project. You will be responsible for the settlement of any contractual arrangement under the BEAM 4/04 or 5/04. 

We will proceed with your registration for the project with BEAM Plus after receiving your formal letter as requested above. In addition, your confirmation of switching to BEAM Plus implies that the previous registration/assessment of your project will be stopped automatically. 

Please also note that there will be no fee concessions for the registration and assessment of your project under BEAM Plus in relation to your initiated switch from BEAM 4/04 or 5/04 to BEAM Plus.

#3. Can a project be assessed if it fails to meet any one of the applicable prerequisites stated in the BEAM Plus Manual?

No, the project cannot be assessed unless all applicable prerequisites are achieved.

#4. Is there a cut off time for assessment submission?

Yes, submission for BEAM Plus Assessment received after 12:00 noon will be recorded and processed on the following working day.

#5. How will the Assessment Fee be charged for project with Multiple Final Assessments?

The Provisional Assessment and the first Final Assessment will be charged base on the fee scale at the time of registration. Any subsequent Final Assessment will be charged base on the prevailing fee scale at the time of the submission.

#6. What should be done if there is a change of Appointed BEAM Pro?

The Applicant/responsible contact person (e.g. Project BEAM Pro) shall notify BEAM Society Limited (BSL) in case of any change of appointment, project in charge and/or communication details, including Project BEAM Pro, email address, contact phone number, address etc. BSL will update any contact point or communication channel once there is clear formal notification of change from the Applicant/BEAM Pro.

#7. What would be the most relevant document to substantiate related credits under Site Aspect?

Relevant parts of the Lease Conditions or Engineering Conditions should be submitted as supporting document for the related credits. For example, requirements for car park provision and site contamination assessment.

#8. Does the BEAM Plus assessment check compliance with statutory requirements as promulgated in relevant ordinances, regulations or codes?

No. The Assessment Project is required to comply with the relevant statutory requirements as promulgated in relevant ordinances, regulations or codes and the applicant shall provide proof of compliance for BEAM Plus assessment.

#9. Would DIFFERENT Government bureaux, DIFFERENT Government departments, Authorities established under DIFFERENT statutory ordinance and body corporates established under DIFFERENT statutory ordinance be considered as one single project owner?

No, they shall NOT be considered as one single project owner. In other words DIFFERENT Government bureaux, DIFFERENT Government departments, Authorities established under DIFFERENT statutory ordinance and body corporates established under DIFFERENT statutory ordinance shall all be considered as DIFFERENT project owner.

#11. When shall the Area Weighting Method be applied?

The Area Weighting Method shall be applied in the assessment to cater for a mix of building types in complex premises which consists of residential, clubhouse, retail and/or car park for EU and IEQ credits. Under BEAM Plus Version 1.1, a building type with area less than 10% in terms of total CFA of the complex premises will be exempted in the assessment (excluding EU 1 and EU 2). Under BEAM Plus Version 1.2, the exemption will NOT be applied.
